      <title>Top ten international events in 2009</title>
      <description>1. Vietnam fulfilled its mission as a non-permanent member of the United Nations Security Council (UNSC) during the 2008-2009 term. 
 Assuming UNSC Presidency twice in July and October in 2009, Vietnam actively contributed to preserving world peace and security, marking an important milestone in the process of global integration and affirming that Vietnam is a reliable partner for all countries in the international community. 
2. The global financial crisis and economic downturn had an impact on all nations. 
The world’s economy continued to decline with potential risks. Some nations, however showed signs of recovery, especially China and Vietnam in Asia. The US and some eastern economies recovered slowly and held back the economic development from two to five years. 
3. Thailand successfully organised the 15th ASEAN Summit with partners in Cha-am Hua Hin, Thailand from October 23-25. 
 Under the theme “Community of Action, Community of Connectivity and Community of Peoples”, the 15th ASEAN Summit affirmed its determination to build a successful ASEAN community by 2015, with Vietnam - a nation with political stability and solidarity - going to assume the ASEAN Presidency in January 2010 and create a driving force for other member nations to develop dynamically and sustainably. 
4. The Democratic Party of Japan (DPJ) led by Yukio Hatoyama won its general election. 
 This event put an end to the Liberal Democratic Party rule for more than half a century. The new government led by Prime Minister Yukio Hatayama has made historic changes to meet the Japanese people’s aspirations with socio-economic and foreign polices focusing on cooperating with Asia, particularly neigbouring countries. 
5. US President Barack Obama was unable to get the US economy out of the “double” economic and political crisis.

      <description>Vietnam and Malaysia on October 15 agreed to increase cooperation in various areas, especially in economics and trade, seafood exploitation and maritime security.
 The agreements were reached during talks between Vietnam’s Deputy Prime Minister and Minister of Foreign Affairs, Pham Gia Khiem, and Malaysian Foreign Minister Datuk Anifah Aman on the sidelines of the 15th ASEAN summit in Cha-am and Hua Hin, Thailand.
 Deputy PM Khiem said cooperation on the economy, trade and investment with Malaysia has been identified as one of the government’s priorities. 
 He asked the Malaysian Foreign Minister to consider investing in industrial zones in Vietnam, increasing the quota of Vietnamese workers permitted to work in Malaysia and promoting cooperation with Vietnam in tourism, education and oil and gas exploration.
 Minister Aman said a number of Malaysian investors have expressed delight at business operations in Vietnam. A working visit to Vietnam will soon be organised for Malaysian enterprises that wish to seek trade and investment opportunities in the country, he added.
 The two ministers also agreed to ask relevant agencies on both sides to negotiate a cooperation agreement on seafood exploitation in line with international laws and norms.
 They emphasised the need to step up joint patrols in adjoining and overlapping waters. 
 Both ministers shared their satisfaction with the new progress in bilateral relations between the two countries, adding that both sides will soon complete an action plan on implementing a comprehensive cooperative framework of the 21st century. VNA/VOVNews</description>

      <title>Vietnam, Singapore continue to promote bilateral ties</title>
      <description>Prime Minister Nguyen Tan Dung and his Singaporean counterpart Lee Hsien Loong agreed that the two countries need to work out specific measures to develop bilateral ties in a more stable and sustainable manner in future.
At their meeting in Cha-am – Hua Hin, Thailand, on October 23 on the sidelines of the 15th ASEAN Summit, the two PMs were pleased with the effective operation of the Vietnam-Singapore Industrial Parks in Vietnam and underscored the need for both sides to work harder to continue maintaining and boosting cooperation in the field.
Highlighting the effectiveness of the implementation of the Framework Agreement on Vietnam-Singapore Linkage, they said they will assign the two countries’ relevant agencies to define new domains of cooperation in addition to the already identified six areas so they can make a decision on the matter during PM Lee’s upcoming visit to Vietnam in early 2010.
The Singaporean PM hailed Vietnam’s decision to participate in the Trans-Pacific Economic Partnership Agreement (TPP) as an observer and pledged to willingly assist the country in negotiations for its joining of the treaty as a full partner.
PM Dung highly valued Singapore’s educational cooperation with Vietnam and asked the country to broaden this cooperation and grant more scholarships to Vietnamese students.
Regarding defence cooperation, the two PMs said the freshly-signed memorandum of understanding on the issue was of significant importance to bilateral ties and its deployment needs to be stepped up to contribute to strengthening and tightening the two countries’ friendship and mutual trust.
In their talks, they shared the view that the building of the ASEAN Economic Community should be one of the top priorities of the group’s cooperation.
They said ASEAN needs to make greater efforts in facilitating road, railway and waterway links as well as linkages in telecommunications and information within the group and between the Southeast and the East of Asia.
