The 36-year-old former center-back of Phu Khanh club topped the Golden Whistle poll with 333 points.
Vu Bao Linh and Nguyen Trong Thu polled 216 and 158 points to win the Silver Whistle and Bronze Whistle.
The VFF nominated five candidates and Vinh got 52 votes for the top prize, 22 votes for silver, and seven for bronze.
A nomination for the top award was worth five points while silver and bronze were worth three and one.
The awards ceremony will be held in Hanoi tomorrow.
However, since Vinh is away officiating at the Southeast Asian U-19 Football Championship in Myanmar from September 6 to 21, he will miss the event.
Nguyen Ngoc Ha won the Golden Flag title for assistant referees for the third consecutive year.
The silver and bronze awards were won by Nguyen Hoang Minh and Pham Manh Long.
The football season wrapped up last month and the new season is slated to begin in three months.
