In 2007 Nguyen Van Bac, 32, and Nguyen Van Su, 49, were sentenced to a year in prison each for “organizing gambling” by the Hiep Hoa District People’s Court.

In 2008 Nguyen Van Hai, a secretary at the court, took VND7 million (US$333) from each of them and delayed their incarceration.

However, in February 2009 Hai gave them papers certifying that they had completed their jail terms though neither had been anywhere near a prison.

In was only in March this year that the Hiep Hoa District police discovered the fraud, inspectors said, adding that Hai later confessed to the police that he had faked the documents.

Bac and Son have finally begun to serve time.
