VN, Myanmar beef up judicial cooperation

VGP – National Assembly Chairwoman Nguyen Thi Kim Ngan held talks with Speaker of Myanmar's House of Nationalities (Upper House) and Parliament Mahn Win Khaing Than who is on an official visit to Viet Nam from May 10-16.

The host leader welcomed the official visit and thanked the Speaker for attending and delivering a speech at the recent meeting of the Inter-Parliamentary Union (IPU) conference of the Asia-Pacific Region on “Responding to Climate Change - Actions of Legislators to Achieve SDGs”.

The Vietnamese National Assembly hoped that the two States would continue to implement the Joint Declaration which was reached during the official visit of Myanmar’s President Htin Kyaw to Viet Nam last October. Ms. Ngan proposed the two sides accelerate reciprocal exchanges of delegations at all levels and prepare for the seventh political consultation among the two Ministries of Foreign Affairs in 2017.

The top legislator proposed the two countries prepare for the 9th meeting of the Viet Nam-Myanmar Joint Committee in Viet Nam, scheduled in July, 2017.

Ms. Ngan hoped to cooperate with Myanmar’s National Assembly to beef up supervision mechanism to cement and deepen trade and investment; speed up negotiations for the early signing of agreements on agro-forestry-fishery sector, culture, transport, finance, justice, and education.

The Chairwoman proposed the two National Assemblies create favorable policies for business and investment activities; facilitate the signing of agreements on customs, finance, investment protection and trade promotion; and focus on potential fields like banking, aviation, telecom, gas, and farming.

Ms. Ngan voiced her support for better local linkages between HCMC and Yangon in particular, Ha Noi and other Myanmar’s localities.

The Vietnamese leader also praised the fine coordination of the two countries at regional and international forums like ASEAN, the UN, and the Non-Aligned Movement.

Viet Nam, said the Chairwoman, hails Myanmar’s role in the East Sea. She also hoped that Myanmar would continue to work with Viet Nam to handle regional issues in favor of peace, security, stability, navigation safety.

In reply, Speaker Mahn Win Khaing Than said that the two countries always support each other in national independence and development.

Mr. Mahn Win Khaing Than said that Myanmar hopes to attract more foreign investors including Vietnamese ones. Myanmar’s National Assembly pledges to positively amend policies on investment, especially the Laws on Foreign Investment and Enterprises in the coming time.

The Speaker took the occasion to seek support and experience from the Vietnamese National Assembly on law making and building of friendly parliamentary groups.

The Myanmar leader also highlighted the importance of peaceful solutions to disputes on the basis of the 1982 United Nations Convention on the Law of the Sea.

The two leaders were unanimous in maintaining exchanges of delegations and friendly parliamentary groups to share experience on law making and independent supervision, and regional and international issues of common concern; and supervising the implementation of signed agreements and programs./.
