Two year prison sentence for hacker of Tra Vinh website

The People’s Court in the Mekong delta province of Tra Vinh passed a two year prison sentence on Phan Ngoc Quan, for hacking the Tra Vinh official website.

Phan Ngoc Quan, former head of a group in charge of the network information gate of the Department of Communication and Information in Tra Vinh Province, was sentenced for “illegal intrusion into communication network, Internet network and other individuals’ network”

This is the first time a crime case relating to hi-tech usage has been on trial in Vietnam.

From April 16 to 20, 2011, Quan illegally hacked the communication network of Tra Vinh authorities, intervened by changing the data, the content and inserted pornographic images on the main front pages.

Quan also inserted the links of the pornographic and sex sites on the Tra Vinh information website.

Thus, when clicking the web pages of the Province Department of Communication and Information network and 11 other official Internet pages, viewers only saw pornographic images.

Public opinion showed the verdict was “convincing” immediately after the trial ended.

Since 2008, the Tra Vinh Department of Information and Communications and the Institute of Informatics Company under the Chamber of Commerce and Industry of Vietnam applied for IT activities, for declaring tax and applying e-commerce businesses in the framework of a programme to support enterprises apply service integration and development in Tra Vinh.
