(VOV) - A lorry carrying 25 bags of explosives, weighing more than one tonne in total, was detected in Uong Bi City, Quang Ninh province, on April 19.
A traffic police official said the driver and his companion failed to present legal papers for the dispatch of the dangerous goods.
The detainees said they were transporting the goods to Quang Ninh for a person in Thanh Hoa.
