(CPV)- Vietnam Competition Authority (VCA) and the Japan International Cooperation Agency (JICA) are holding seminars in An Giang Province and in Ho Chi Minh City to share Japanese experiences in consumer right protection.
The seminars are held in the context that protection of consumers' rights is relatively new in Vietnam. HCM City and An Giang Province are among areas where infringements upon consumers interests tend to increase rapidly and become popular.
The two-day training seminar in An Giang Province (from Sept. 26 - 27, 2011) attracts the participation of officials of VCA and related Departments of Industry and Trade in the Southern Vietnam as well as 13 other Government offices around An Giang area. The seminar aims to enhance consultation skills and alternative dispute resolutions relating to consumer protection.
Besides an introduction about consumer protection administration in Japan and the coordination among related organizations by the expert, the seminar will focus on hypothetical cases and intensive group discussions on several typical topics such as violation in banking sector (e.i transactions using credit cards...), violation in transactions through telecommunication sales, food safety... through which participants can have actual experiences and professional skills for consultation and disputes resolution.
Meanwhile, the advocacy seminar held in Ho Chi Minh City on September 29, 2011 has participants from the Department of Industry and Trade of HCMC (HCMC DPI). The seminar has an overlook on the newly enacted Consumer Protection Law of Vietnam. Representative of HCMC DPI will also share difficulties and shortcomings in law enforcement status in HCMC.
Attending both seminars is Ms. Ayumi EDAKUBO, an expert from National Consumer Affairs Center of Japan (NCAC). Ms. Edakubo will introduce the case of law enforcement in Japan (structure of organizations/associations of consumer protection; legal systems and regulations on consumer protection, coordination mechanism among organizations/associations, lessons learnt in disputes resolution and advocacy activities...) with the hope that Vietnamese authorities can have better experiences and effective countermeasures which will possibly be employed in Vietnam.
These two seminars are held under the framework of JICA's Project for Strengthening Capacity of Consumer Protection Administration which has been conducted since June 1st, 2010 and will be carried out by May 31st, 2012.
