Measures to curb inflation, stabilise the macro-economy and ensure social security have continued to promote efficiency. The increase of the Consumer Price Index (CPI) has dropped noticeably, exports have increased, foreign currency and gold markets have largely been under control whilst security and social order has been maintained. However, the global economy’s recovery has been occurring slowly and the public debt crisis is still spreading. Meanwhile, the domestic economy has yet to develop sustainably with low quality, efficiency and competitiveness, slow economic restructuring towards industrialisation and modernisation, and low social labour productivity. Signs of deflation and low growth rate together with pressing social issues are making it difficult to implement objectives and some key targets in the socio-economic development plan in 2012.
At its third session, the NA spent much time to consider and decide important issues of the country including considering the supplementary report on the implementation of the socio-economic development plan and the State budget in 2011; implementing the socio-economic development plan and the State budget in the first months of 2012, and the general economic restructuring scheme; approving the 2010 State budget balance sheet; making decisions on a number of measures related to taxes to remove difficulties for enterprises and individuals. The NA reaffirmed that although the world economic situation still remains complicated, the results achieved in implementing the socio-economic development plans in 2011 and early months of 2012 are remarkable, showing the great efforts made by the entire political system, business community and citizens.
Based on the above-mentioned points of view and overall targets, the NA has mapped out key tasks in the future including focusing on removing difficulties, boosting production and business, continuing to implement measures to curb inflation, stabilising the macro-economy to create a firm foundation for the sustainable growth; renovating growth models and restructuring the economy in the direction of improving efficiency and competitiveness; completing and implementing the general economic restructuring scheme as well as improving mechanisms and policies to encourage investment in agriculture, farms and rural areas, continuing to pursue prudent and responsible fiscal policies and gradually reducing interest rates...
Also at this session, the National Assembly considered and adopted 13 draft laws including the Laws on the Sea, Deposit Insurance, Price, Judicial Assessment, Dealing with Administrative Violations, Tertiary Education, Legal Dissemination and Education, Tobacco Control, Advertising, and the revised Laws on Labour Code and Water Resources. Six other draft laws and two draft resolutions were also endorsed including resolutions on building laws and ordinances in 2012; and improving the quality and efficiency of NA operations. Laws and Resolutions passed by the NA at this session are expected to contribute to improving the legal system of Vietnam as well as create a legal basis for promoting the country's socio-economic development in the coming years.
The NA continued to perform its supreme supervisory functions in reviewing the implementation of policies and legislation on public investment in agriculture, farmers and rural areas; considering reports on supervising NA bodies; listening to and reflecting voters’ opinions and actively supervising the settlement of citizens’ petitions, and organising a Q&A session with Cabinet members to answer a number of issues of public concern.
After the third session, successfully implementing and bringing the resolutions and laws passed by the NA to life are considered important tasks as well as the responsibility of the whole political system, ministries and sectors at all levels. Despite many difficulties and challenges, with determination, solidarity and consensus in perception and action of the whole political system, business community and people under the leadership of the Party, we will certainly successfully implement the NA resolutions with a focus on objectives and tasks of socio-economic development in 2012.
