Official gets life sentence for swindling

In late 2011, a court in Binh Thuan Province sentenced Le Thanh Binh, former Chairman of Tan Thanh Commune in Ham Thuan Nam District, to life in prison for swindling VND28 billion ($1.34 million).

According to the police, 36 individuals and 2 organizations had fallen prey to Binh. 2 of them were P.T.N., director of a real estate company, and T.D.B., who is working for a government office, in HCMC. They lost a total VND17 billion to Binh.

In 2008, N. and B. traveled to Tan Thanh and met Hong Thanh Nam, who was Chairman of the People’s Committee of Ham Thuan Nam District.

They told Nam they wanted to buy 20 hectares of coastal land to invest in a tourism project. Nam recommended Binh to help them.

Afterwards, the two investors gave Binh VND17.3 billion and a bonus of VND1 billion and in return, Binh provided them with 6 copies of fake land use certificates. He fled when his deceptive acts were discovered.

Binh was also accused of embezzling more than VND250million from the commune’s budget, VND200 million from the district People’s Committee, and VND1 billion from the local veterans’ organization.

After fleeing for a half month, he ran out of money and turned himself in. Binh confessed to the police that he had gambled away all of the money he swindled.
