(CPV) - The 33 million USD - grant agreement for the “E-customs and national single window for customs modernization” project was signed in Hanoi on March 22 between the Vietnam’s Ministry of Finance and the Japan International Cooperation Agency (JICA).
(CPV) - The 33 million USD - grant agreement for the “E-customs and national single window for customs modernization” project was signed in Hanoi on March 22 between the Vietnam’s Ministry of Finance and the Japan International Cooperation Agency (JICA).
Accordingly, Japan will transfer customs automation system integrated with Japan National Single Window system (NACCS) which is being used by the Japan customs and excise department to Vietnam Customs.
The ultimate aim of the 3 years - project is to help Vietnam successfully implement national single window which is essential in facilitating trade and investment; and enhancing efficiency and effectiveness of customs management.

“The NACCS system will be locally customized to fit Vietnam’s condition. To achieve that end, the so-called NACCS shall be transferred to Vietnam customs with full copy rights, source code, technical documents and guidelines”, said Mr. TSUNO Motonori, JICA Chief Representative in Vietnam.
JICA will dispatch experts to help formulate long term strategy of information technology, enhance capacity of information technology application, establish mechanism for effective management, operation, maintenance and upgrading information technology in a suitable manner; review and conduct necessary amendments in current legal framework for introduction of the automation system; and to provide capacity building for IT experts from Vietnam customs.
Earlier, JICA has carried out several projects in customs area such as: reinforcement of customs functions at Tan Cang – Cat Lai port (Ho Chi Minh City) and Hai Phong port, capacity building of master trainers for modernization of customs administration, regional cooperation project on risk management for customs in the Mekong region, and strengthening the training system for improving capacity of frontline officers of Vietnam.
The grant aid will be supplemented with a technical cooperation project for promoting E-customs in Vietnam./.
