(CPV) - The Japan International Cooperation Agency (JICA) held a ceremony in Hanoi on October 18 to confer recognition awards to two Vietnamese counterparts for their meritorious contribution to JICA’s international cooperation activities.
Mr. Vo Hong Phuc, former Minister of Planning and Investment (MPI) and Dr. Ho Quang Minh, former Director General of the Foreign Economic Relations Department under MPI were awardees.
Vietnam has been widely recognized among the most successful countries in attracting and effectively utilizing the ODA resources from the donor community, and this could not happen without the contribution of Mr Vo Hong Phuc who had been in the position for nearly ten years.

With regard to Japanese ODA in particular, Mr Vo Hong Phuc played an very important role in the course of the resumption of Japan’s ODA to Vietnam in 1992. With his sense of proper understanding of actual circumstances in Vietnam, Japan’s ODA resources have been wisely distributed to the most needed sectors and regions in order to fulfill emerging needs in different stage of development, including the needs for not only promotion of economic growth, but also environmental conservation, poverty reduction, private-public initiative.
Meanwhile, Dr. Ho Quang Minh have been deeply engaging in Japan’s ODA since the very first days in Vietnam. His enthusiastic and constructive working style has greatly helped JICA to overcome many difficulties and obstacles for the successful and smooth implementation of JICA activities. Besides, he has also successfully materialized Mr Vo Hong Phuc strategic ideas, coordinating donors activities with strong commitment, with the sense of intelligence and hospitality for effective utilization of ODA resources.
“JICA highly appreciated what Mr. Phuc and Dr. Minh have done for JICA as well as Japan-Vietnam economic cooperation in the last 20 years. We have been working closely with them in an open and frank manner which has great help to improve Japan’s ODA in Vietnam. I feel myself lucky to have them as counterparts”, stressed Mr. Tsuno Motonori, JICA Vietnam Chief Representative, who has been working with the two awardees since 1992.
This year, twenty one persons and four organizations from all over the world have received the annual award for their great, significant and durable contributions to the overall management of JICA activities./.
