The Vung Ang EZ covers an area of 22.78 hectares, located on the land of nine communes of Ky Anh district of Ha Tinh province. The northern and eastern parts of the EZ border Quang Binh province, while the western part borders the communes of Ky Khang, Ky Tho, Ky Hai, Ky Hung and Ky Anh town.
From July 2006 to July 2011, the EZ attracted 103 investors who registered the investment capital of nearly 12 billion dollars.
To date, some projects have finished the construction period and have become operational, such as the Vung Ang general oil and gas petroleum storage; the liquefied petroleum gas depot in the north of the central region; the Vung Ang habours No 1 and 2, and some forestry product processing factories.
Meanwhile, the investment of other projects such as the Vung Ang 1 thermopower plant (1200MW), the Song Duong Formosa complex of steel mill and port, the Tau Voi tourism service complex, has been stepped up.
However, it is incredible that to date, the Vung Ang EZ, the backbone of the Ha Tinh province, still does not have any rubbish dump. This has led the EZ to face serious problems of the environment pollution.
In Vung Ang EZ, especially at resettlement areas, rubbish has been thrown spontaneously to different places. Rubbish dumps have arisen right in front of houses, along the roads, on pavement, along the 1A highway, at markets, along rivers and canals.
A local resident in the resettlement quarter of the Ky Loi commune said that the domestic rubbish has become overloaded, while only small part of the rubbish can be collected. Therefore, every corner of the residential quarter could become mini rubbish dumps. Since the rubbish is not taken away regularly, the rubbish dumps have given terrible smells and made local residents suffer.
Le Dinh Dat, Director of the Vung Ang EZ Service and Infrastructure Center, said that the center has gathered its strength and cooperated with communes’ localities to collect rubbish in the EZ. Some cooperatives in charge of collecting rubbish have also been set up. However, it is difficult to find the places to carry rubbish to, because there has been no rubbish dump yet.
“At present, the rubbish and waste in the EZ has still been carried to the rubbish dump of the Ky Anh town. However, on September 12, 2011, the Ky Anh Construction and Environment Management Company sent a dispatch, refusing to accept rubbish from Vung Ang EZ any more,” he said.
Also according to Dat, a lot of problems have arisen in collecting and treating rubbish. If the rubbish from Vung Ang cannot be thrown into the Ky Anh town’s rubbish dump, the 15 tons of domestic rubbish a day still has nowhere to go.
What to do?
Currently, in Ky Anh town, there is only one rubbish treatment dump, built in 2000, which covers an area of 7500 square meters. The Ky Anh town’s people’s committee assigns the Ky Anh Construction and Environment Management Company to manage the dump. However, the dump has become overloaded.
It is estimated that about 100 cubic meters of domestic rubbish are discharged from Ky Anh district and Vung Ang EZ. Meanwhile, the Ky Anh town’s rubbish dump just can be used temporarily, while it cannot serve for a long time.
The Prime Minister has approved the project on building a solid waste treatment dump in Vung Ang EZ which covers 30 hectares of land in Ky Tan commune. However, the investor has given up, and the problem remains unsettled.
