Medical insurance is set to become compulsory by 2014 according to an ambitious new programme.
The decision was announced by Tong Thi Song Huong, head of the Department of Health Insurance under the Ministry of Health. The programme will require all citizens to obtain health insurance from 2014. The Ministry of Health is developing a report on how to implement the programme which will be submitted to the government this year.
Currently, only 60% of the population have health insurance, mostly employees in the state sector, social welfare beneficiaries, and ethnic people. The overwhelming majority of those without health insurance are borderline poor farmers or small business workers. In addition, the number of people that have registered for insurance has only increased by 10% since 2010.
The goal of the programme is to see a 75% coverage rate for health insurance by 2015 with 50% borderline poor and 100% of students covered. In 2020, the number is expected to rise to 85%, including 79% on those at risk of poverty.
