Five foreign non-governmental organisations (NGOs) received certificates of merit from the Ho Chi Minh City People’s Committee for their outstanding work in 2008. The five NGOs honoured are Education for Development of Belgium, the Loreto Vietnam-Australia Programme (LVAP) of Australia, Heifer International, the Saigon Children’s Charity (SCC) and the Latter Day Saint Charities of the US . Speaking at the ceremony, Paul Finnies, Director of the SCC called on other foreign NGOs to work closely together to make rapid and long-term changes in targeted communities as well as assist local people to address existing as well as newly-arising issues. Trish Franklin, an official from the LVAP, expressed her delight at the smooth operations of her organisation’s programme in the city and other localities nationwide thanks to the effective efforts of local authorities to simplify administrative procedures. HCM City has granted operating licenses to 139 foreign NGOs and half of which come from the US and Canada. Of the remainder, 51 are from Europe and 23 are from the Asia-Pacific region. Up to 40 percent of them are deploying their projects in HCM City, 30 percent in southern provinces, and the rest via arrangements with their partner organisations. In 2008, 49 out of the 139 NGOs reported that they had disbursed over US$22 million, 50 percent of which was injected into health projects. Vietnam has so far this year approved seven new projects by NGOs with a total value of over US$3.6 million and 53 aid packages worth over US$7.5 million. VOVNews/VNA
