In an official complaint filed after the incident, Tran Dinh Hoa, a resident of Da Loan Commune, Duc Trong District, said he arrived at the commune People’s Committee headquarters on July 25 and discovered a group of police officers drinking and playing cards.

He then placed a call to Dang Van Tung, the committee chairman, and complained that the officers were neglecting their official duties.

Around 30 minutes later, while Hoa was seated at a coffee shop, seven police officers and militiamen suddenly arrived and forced him onto the back of a motorbike.

They then drove him to the commune office where he was handcuffed and beaten with batons.

Hoa said that Tran Ngoc Vu, the commune police chief, was a member of the posse.

Hoa was released the following day and was hospitalized for his various injuries.

On Wednesday, Vu admitted to participating in the beating.
