Criminal proceedings commenced for Tien Lang land revocation case Doan Van Vuon's family now lives in this tent.
Signed on February 7th by Luong Van Trong, the Vice Chairman of the union branch, the document stated that the union branch wasn’t for the punishment on other staff of Tien Lang district announced by the Party Committee of Hai Phong City on the same day.
According to the union branch, apart from the Chairman and the Vice Chairman of Tien Lang district, “the top person responsible for the Communist Party who has contributed to such serious case” must be the Secretary of the Party Committee of Tien Lang district. The union branch suggested discharging him from the current position, work, and the Party.
The union branch also requested to dismiss six other staff of Tien Lang district from work and the Party. They are currently working in the Department of Natural Resources and Environment, the Department of Justice, the Department of Propaganda of the Party Committee, and the chairman of the Tien Lang People's Committe Office. The union branch held that these people provided improper recommendations to the district leaders and disseminated untrue information about the repossession of Vuon’s land.
Two other leaders of Vinh Quang commune were also requested to be dismissed. They directly involved in the land repossession case.
For Nguyen Van Khanh – the Vice Chairman of Tien Lang district, union branch revealed that Khanh kept opposing the Chairman’s decision on land repossession on October 18th of 2010 and throughout the year of 2011. Thus, the union branch was against the suspension for him. The document stated “however, the Party Committee of and the People’s Committee of the district forced Khanh to take the lead in the repossession. There was something vague here, which is needed to be clarified.”
The union branch also asked for being allowed to present at the Prime Minister’s meeting (planned to be on February 10th) in order to report to him “the most realistic information to assist the Prime Minister in understanding the case deeply and to protect the legal rights and benefits of the members of the Union.”
Before the above-sent document, in the afternoon of February 7th, the Secretary of the Party Committee of Hai Phong City chaired a press conference to announce the decision to review the responsibilities of the Standing Committee of the Party Committee of the district in the land acquisition and repossession.
Le Van Hien - the Deputy Party Secretary General and the Chairman of the People’s Committee of Tien Lang district - and Nguyen Van Khanh – the Vice Chairman of the People’s Committee of Tien Lang district and the direct leader in the land acquisition case - were suspended for verifying their personal responsibilities in the case. Other leaders of Tien Lang district and Vinh Quang commune were also under review and penalized.
On January 5th 2012, more than 100 police and army solders went to enforce and repossess Vuon’s land. Some people fought against the repossession team, making four police and two army solders injured.
On January 10th, four people named Doan Van Quy, Doan Van Vuon, Doan Van Sinh, and Doan Van Ve were accused of murder and caught for a temporary term. Pham Thi Bau (Quy’s wife) and Nguyen Thi Thuong (Vuon’s wife) were charged with having fights against officers in enforcement and were banned from leaving their residential area. AT
