PANO – The ASEAN Defence Senior Officials’ Meeting (ADSOM), which was held on April 24 in Siem Reap, Cambodia, was an important preparation for the 6 th ASEAN Defence Ministers Meeting (ADMM-6) and ADSOM+.
The Deputy-Defence Minister, Senior Lieutenant-General Nguyen Chi Vinh, led the Vietnamese defence delegation, attended the meeting.
At the conference, delegates were briefed on the results of ASEAN defence cooperation within the framework of ADMM. They reaffirmed that ASEAN members should boost defence cooperation to contribute to the process of the building of an ASEAN community by 2015. They also stressed the need to promote the ASEAN unity, to solve all disputes via dialogues basing on international laws in order to maintain peace and stability in the region.
The agenda for ADMM-6, which is expected to take place in late May in Phnom Penh, was passed at the meeting.
According to delegations, ADMM+ plays an important role, laying foundations for strategic defence and security cooperation between ASEAN and its partners. As a result, delegates agreed to increase the frequency of ADMM+, according to which ADMM+ will be held in every 2 years.
Speaking at the conference, the head of the Vietnamese delegation said that the reached agreement reflected the common desire of ASEAN members aiming to raise the role and value of the cooperative arrangement. But ASEAN Defence Ministers would make the final decision on this after consulting their counterparts from ASEAN’s partners, he underlined.
As part of the meeting, delegates discussed ideas from ASEAN members. Two of them proposed by Cambodia on a general plan to join ASEAN security and documents on the concept of ASEAN without disputes were widely applauded.
On the sidelines of the meeting, the Vietnamese Deputy-Defence Minister met with Secretary of State for the Cambodian Ministry of National Defence, General Neang Phat. The guest expressed the belief that the Cambodian Defence Ministry, in particular, and Cambodia, in general, would successfully fulfil their role as the ASEAN Chairmanship in 2012.
He also promised that the Vietnamese Defence Ministry would actively back the Cambodian Defence Ministry in organising further ASEAN events.
Regarding bilateral relations, the Vietnamese Deputy-Defence Minister underlined that, as leaders of the two countries had decided 2012 as the year of “Vietnam-Cambodia Friendship”, the two defence organisations should make more practical contributions to this significant event of the two nations. He suggested that the two sides should seriously, fully and effectively realise the memorandum of understanding signed by the two Defence Ministers in Da Nang City, Vietnam in March 2012.
At the meeting, General Neang Phat thanked and appreciated Vietnam’s valuable supports for Cambodia. He also hoped that the Vietnamese Defence Ministry continued to support the Cambodian Defence Ministry so that it could successfully host the defence and military events in its capacity as the ASEAN Chairman in 2012.
